Raymond L. Spruell, Jr., a native of Fort Smith, AR, is a graduate of the University of Arkansas College of Business Administration and the University of Oklahoma College of Law. He also attended the University of Oxford (England) Summer Law Program in 1991.

He began his legal career as a Law Clerk for the South Dakota Supreme Court, a position he held for three years. Later, he served as a Deputy State's Attorney in Rapid City, SD. He remained in there until moving his law practice to Harrisburg, AR. The firm he joined eventually became Tiner & Spruell.

In 2002, Arkansas Governor Huckabee appointed Ray as District Judge for Craighead County. In 2004, the Governor also appointed him to District Judge for Marked Tree, Lepanto and Tyronza. Both judicial appointments expired at the end of 2004. Since then he has served as a special justice to the Arkansas Supreme Court and currently serves as a member of the Arkansas Public Defender Commission.

Ray primarily handles matters of Criminal Law, Personal Injury and Domestic Relations. He is licensed in both Arkansas and South Dakota.
